The AICCC has worked on a number of issues identified in a report it published in 1996, entitled “Import / Export Cargo Clearance Study”. The issues were:
A) The need for Education and Training and a national strategy to improve the trading community’s understanding of quarantine and primary produce trading requirements. B) A review of commercial and quarantine related Documentary Systems, including Electronic Systems, with the aim of developing a comprehensive strategy for improvement. C) A review of arrangements for Quality Certification of imports, exports and cargo handling facilities, and recommendations for improvement and / or extension throughout the cargo handling chain.
In support of its attempts to achieve greater awareness of the importance of quarantine in persons involved in a broad range of industries associated with the clearance of items of quarantine concern, AICCC initiated the development of an industry focussed training program.
AICCC initially funded the development of a curriculum for a Quarantine Unit to be included in the Certificate Level 4 “Australian and International Trade Facilitation” course which was being prepared by the Customs Brokers and Forwarders Council of Australia Inc. The development of the curriculum was a combined activity undertaken by the CBFCA on behalf of the AICCC and AQIS Training Services. The registered course is being offered through TAFE and equivalent educational institutions since 1998. It represents part of the formal training course which must be undertaken by persons wishing to become accredited Customs Brokers.
In recognition of the potential value of the training materials being developed for the Quarantine Unit, AICCC determined that the materials could be used to support a much wider training and information need for industry. Accordingly, it asked AQIS Training Services to prepare a new curriculum and register the unit as a short course in its own right. Such registration allowed the course to be offered in a much more flexible mode while offering formal recognition to those who successfully undertake the training.
An application for accreditation of a course entitled “Course in Quarantine and Exports” was lodged in January 1998 with relevant industry support and that of the Primary Industries Training and Advisory Board (PITAB). The formal application for accreditation, as a short course, through the NSW Vocational Education and Training Advisory Board (VETAB) was approved in June 1998.
