International Standard for Phytosanitary Measures No. 15

In March 2002, the International Plant Protection Convention (IPPC) adopted ISPM No. 15, Guidelines for Regulating Wood Packaging Material in International Trade (ISPM No. 15). Representing the first international commodity-based standard, ISPM No. 15 establishes uniform criteria for regulating a very important pathway for the movement of quarantine pests. ISPM No. 15 sets out harmonized requirements for the use of heat treatment or fumigation to render wood packaging practically free of quarantine pests. The standard also describes a standardized mark to identify ISPM No. 15 compliant wood packaging.

Local update from AQIS

1. Pallet Makers - (certification number 118) are no longer operating as a certified company under the Australian Wood Packaging Certification Scheme. All wooden packaging material produced by this company prior to their withdrawal from the AWPCS that is still in circulation is recognised by AQIS as being ISPM 15 compliant. The AWPCS Register will be updated to reflect this change and is accessible on the AQIS website at the following link:

2. There are now 158 companies actively participating in the AWPCS.

3. Attached is the latest ISPM 15 country implementation update and a copy of an explanatory guideline document concerning the interpretation of the ISPM 15 standard. Please note this document is intended as a guide only.

4. AQIS has received official confirmation that the proposed change to the MeBr fumigation schedule in Annex 1 of the ISPM 15 standard has come into effect. The change applies to the minimum exposure time which has been increased from 16 hours to 24 hours as per the table below. The AWPCS will be updated to reflect this change.

The minimum temperature should not be less than 10°C and the minimum exposure time should be 24 hours.
