AIR EXPRESS COURIERS (AEC) Project Outcome:
The introduction of the AQIS National Air Cargo Unit ("ACU") in 1998 significently incresed the number of AQIS small parcel referrals / interceptions. While this result is positive in improving the control of risk cargo it also has an impact on the timely delivery of cargo for the AEC industry and is a heavy burden for the ACU, particularly when the referrals are of a minor nature. The outcome for the continued operation of this program is to move low risk cargo faster through the barrier with industry assisting AQIS in its surveillance role and freeing resources to monitor the medium to high-risk categories.
The Increased Quarantine Intervention (IQI) increased the physivcal interception rate to 100% in July 2001 and placed the project on hold.

Current Status
A substantial amount of work has been carried out in this important area of small parcel risk management. Documentation and training material had been produced in anticipation of the scheme being introduced prior 2001. The Increased Quarantine Intervention (IQI) placed the scheme on hold through mandated direct Government interception requirements.
AQIS and industry have agreed that the scheme has priority and are currently (December 2005) in discussions with a view to developing a revised scheme in 2006 that takes into consideration a range of changed conditions such as the adjustment of duty free threshold levels to $1000 which has changed the scope of the project by a wide margin |
