The structure of the Import Clearance Compliance Agreement model has been reviewed by AQIS in consultation with industry over the past year. It has been documented in the document “Import Clearance Compliance Agreement Model” that can be accessed via the following link ICCCAM
In line with the new model the documentation for the CCC FCL/X, the AEP for FCL and LCL Packing Schemes has been rewritten and reformatted. The Broker Manual has been replaced by the Processes and Outcomes Document (POD) for the CCC for FCL/X Scheme and a “Containerised Cargo Clearance Resource Document”, with the latter providing reference material for all three schemes. Whilst essentially the requirements in the original CA documentation have been retained, there were some changes to which comments were provided by a working group of customs brokers in December 2004. Most of the working group’s suggestions have been incorporated in the final documents which can be accessed by the following links.

For each of the three schemes a log is available that summarises the suggested changes and the AQIS response. Unless there are further substantial changes it is the intention of AQIS to have these new documents provided to industry in February 2005 and for these to be valid until 31st March 2007.
You are invited to peruse these documents and forward any suggested changes to the following email address for consolidation by COB on the 25th January 2005
