BROKER ACCREDITATION SCHEMES
The broker accreditation schemes are broken into three sub-sections:

1.  Containerised Cargo Clearance for FCL/X
2.  Automatic Entry Processing for FCL
3.  LCL packing Scheme


Outcome:
Effective quarantine clearance and distribution FCL and LCL freight utilising the accredited skills of brokers and importers of record.The scheme utilises prescribed self-direction and self-assessment functions.

Current Status 2005

1. The FCL/X, LCL and AEP Schemes re-accreditation has taken place from March 2005 and was undertaken through e-learning, using the IWGQ's Guardian system through the CBFCA website.  The CBFCA is the AQIS accredited Third Party Training Provider. Some 1400 broker successfully completed the re-accreditation

AQIS is currently reviewing the training package prepared by industry and this process should be finalised by mid-June. It is currently proposed that LCL training for both AQIS and industry staff will be conducted between July and August 2002. AQIS is currently developing guidelines for the third party provision of training services.

A draft notice to industry informing them of recent changes to the LCL Scheme and its proposed future implementation has been circulated to key industry and AQIS clients for comment.

It is proposed that this scheme will be rolled out in the second half of 2002 following the successful implementation of the Onshore Quarantine Fumigation Scheme.
